The prior art methods for changing the weather conditions within the limits
of the outlined area employ violation of the naturally settled circulation of
air masses by means of creation of an ascending airflow. This airflow is created
by emitting ions to the atmosphere with the aid of an ionizing electrode.
The novelty of the proposed method is that the violation of the natural
circulation of air masses is performed at different altitudes in different
spatial volumes above the territory from ones to thousands of kilometers, while
the active time of the ascending airflow differs from several hours to several
days depending on the natural meteorological background and the estimation
results of the performed change in atmospheric circulation.
The system to estimate the spatial volumes of the performed change in
atmospheric circulation include the space means to survey the Earth cloud canopy
in the form of meteorological satellites, which serve to detect and analyze
created atmospheric disturbances; the aerial means to study the structure of
airflows at different altitudes within the zone of changing the atmospheric
circulation in the form of meteorological laboratory airplanes; the ground
center to control and coordinate the space and aerial survey means.
